Former cops pleads guilty to domestic abuse, remanded to veterans court

A 34-year-old former Beloit Police officer accused of domestic abuse and mistreating an animal has his case moved to Rock County Veterans Court. Rock County Judge Karl Hanson accepted guilty pleas from Michael J. Higuchi on charges
