Criminal complaint says Janesville parents didn’t bathe a five-year-old for their entire life

Three Janesville residents are charged with felony child neglect after local police found two children living in squalor with no edible food present in the house.

According to the criminal complaint filed in Rock County Court, Janesville Police executed a search warrant on a home on the 500 block of Chestnut Street on April 11th.

Officers observed deplorable living conditions which included fecal matter, animal feces, mold, and various bugs in the entire residence.

A 13-year-old child told police that they live in the home with their five year-old brother, their parents – 35-year-olds Lindsey Lebeau and Jeremy Marr, and their grandmother 55-year-old Shirley Nulf.

The child disclosed that neither she nor her brother get baths or food. She said the adults in the house do drugs in front of them and that her parents sell their food stamps for drug money.

The victim further reported that bugs crawl on her and her sibling, and that the adults would beat the five-year-old if they did anything wrong or annoyed them.

The children reportedly hadn’t been to school since spring of 2024.

The children were sent to stay with an aunt due to the conditions of the home. The aunt told police that bugs were falling off of the kids when she bathed them and that the five-year-old had never had a bath in his life.

Lebeau, Marr, and Nulf are all charged in Rock County Court with two counts of neglecting a child. All three are scheduled to make their initial appearances in Rock County Court Monday afternoon.
