Janesville sex offender poised to take plea deal in new sexual assault case

A 36-year-old Janesville man who was sentenced to seven years in prison on two counts of third degree sexual assault in 2017 appears poised to take a plea deal in a new sexual assault case.

According to the criminal complaint, the victim met with Terrance Harvey at a Beloit hotel in November of 2023 in order to bring him food for Thanksgiving and to allow him to see their three-month-old baby.

The victim reported that Harvey, who has a history of abuse, forced her to perform oral sex, and had forcible intercourse. She said she was afraid to report the crime until she saw he was already in custody at the Rock County Jail.

Harvey was originally charged with two counts of felony third degree sexual assault and was scheduled for a jury trial later this month. According to online court records, prosecutors filed an amended information Friday charging Harvey with misdemeanor battery and disorderly conduct instead. A plea hearing for those charges is planned for June 26th.

Harvey is currently at Oshkosh Correctional Institution after having his extended supervision revoked in the 2017 case.
